½ red bell pepper (optional)
1 red chili (either deseeded or not)
1. Chuck everything in a blender and blend.

This goes great with, for example, lettuce wraps--sticks of celery, red pepper, cucumber, etc. wrapped in a lettuce leaf.
Experiment with quantities, depending on how spicy or sweet you want it.
